Step 1: Make the Chia Seed Mixture. Add the chia seeds and water to a bowl. Stir well, and let the mixture sit for approximately 15 minutes. Stir once or twice during this time. As the chia seeds absorb the water, the mixture will become thick and develop a gel-like consistency.

Step 2: Spread the Chia Seeds. Preheat your oven to 320°F (160°C) and line a baking sheet with parchment paper. Transfer the chia seed mixture to the parchment paper.
